The U.S. Army Corps of Engineers awards the phase three project bid for the new Soo Lock. The Westerville Ohio contractor, Kokosing Alberici Traylor, was awarded the 95.3 million dollar contract ahead of the project’s bid expiration date set to end in September. KAT was previously awarded the phase two bid for the SOO locks. Phase three work will consist of Downstream Work for $44.9 million, Hands-Free Mooring for $24.2 million, and Downstream Ship Arrestors for $26.2 million.
Detroit District Corps Official Kevin McDaniels anticipates the project will finish on time for 2030 expectations. Officials add the project remains a national priority to support security and economic prosperity. So far the contractor has completed 600 million dollars in construction for improvements to the Soo Locks since the project was started in 2019.
The Soo Locks project was approved as a part of the Water Infrastructure Act in 2018 and was expected to cost 922 million dollars. Supply chain issues, increased material costs, and labor shortages have caused the Soo locks project to more than triple in price. As of 2022, the project cost was reauthorized for 3.219 billion dollars.
