A new smartphone app lets you send anonymous text messages to other drivers–using their license plate number.
Saul Segall is the developer of Chimo .
He says for it to work, both drivers need to be using the app.
Segall would like to see it used for good things, like telling drivers about police situations, pets left in vehicles, and other reminders.
He says it is NOT a green light for clandestine road rage—
Police point out that drivers still have to obey the rules of the road–and not text at the wheel.
