Master Plan subcommittee has organizational meeting

The subcommittee devoted solely to the City of Houghton’s Master Plan revisions held its first meeting Tuesday night, cementing its leadership positions. Bill Leder was named chairman, Michelle Jarvie-Eggart Vice Chair, and Kristine Bradof was announced as secretary.

Jarvie-Eggart and Jennifer Julien, the final member of the subcommittee, talked about the stress of trying to meet in the evening, while also having families with younger children. Leder reminded the committee that input from residents would be maximized at meetings happening later in the day.

I guess one consideration is involvement by the public, a lot of people have jobs that are outside of the home.

It was agreed to move new sessions to Monday afternoons at one. The goal is to gather bimonthly, so March 29th was added to the calendar. Going forward, it will be the first and third Monday of the month. That means there will be meetings in consecutive weeks.

The group agreed to begin a pre-Charrette process, in that it confers several of the benefits of a full undertaking with significantly less expense and fewer approvals needed. That will allow the subcommittee to begin immediately on its tasks. It was decided to avoid having citizen members, a position advocated for by Bradof.

Sometimes the more people you have, the less you actually get done. We might want to find out if there is some other way. These are going to be public meetings, but I don’t know how much of the public input should be focused on these committees versus the regular Planning Commission meetings.

That represents a departure from what was proposed at last week’s Planning Commission meeting.

City Clerk Ann Vollrath suggested a compromise to ensure that many voices contribute to the overall vision of the subcommittee.

Normally at the beginning of the Master Plan public process, we do a survey. We normally hire an intern from the Michigan Tech School of Business, who works on it under Professor Junhong Min.

The survey would most likely happen after the pre-Charrette process is completed. The group briefly talked about some of the issues that will be brought up in future meetings. Highlights included more efficient trash removal from the downtown area.
